Appalachian Regional Commission (ARC)
The Appalachian Regional Commission (ARC) was established by the Federal Appalachian Regional Development Act of 1965 to improve the economy and quality of life in the 13-state Appalachian region.

Southern Tier West is one of 71 Local Development Districts designated by the Appalachian Regional Commission. As an LDD, Southern Tier West:

  • Oversees the direction and coordination of all ARC-funded economic and social development in the three county region
  • Provides a comprehensive rational basis for future federal investments in the region through planning, project development, monitoring, and evaluation
  • Evaluates and consolidates all requests for ARC funds and recommends funding priorities.

The focus of the Area Development Program is on:

  • Promoting a diversified regional economy through strategies that help communities create and retain businesses and jobs;
  • Helping communities develop an educated, skilled workforce and create access to affordable, quality health care; and
  • Supporting the development and improvement of infrastructure, including water and sewer services, and the development and use of Internet access.

All projects from the Southern Tier West region requesting ARC funding under the Area Development Program must:

  • Address one of the three goals and implement one of the New York State strategies under the goal
  • Limit ARC's portion of the project to $150,000
  • Limit ARC's portion of the total eligible project costs to 50 percent
  • Not exceed 18 months in duration

ARC pre-applications are generally due in June. New application materials are available on the Southern Tier West website generally in April. The Pre-Application package and the complete Final Application package are found at the right.
