Project Work Plan
1. RFP Design and Consultant Selection
2. Research and Specification of Alternate Potential Site Locations for Evaluation
Southern Tier West and project partners will:
- Identify alternate sites for evaluation
- Develop data on alternate sites
- Obtain datasets on commodity flow (local and "through" freight)
- Vet and remove inappropriate or less competitive sites and develop a small subset of potential site for evaluation by selected consultant
3. Feasibility Study
Consultant will evaluate the alternative pre-qualified sites specified by Southern Tier West and:
- evaluate potential market flows of various commodities through the multimodal transfer facility at the various locations, considering potential truck, rail, and aviation freight modes, and the locational advantages and disadvantages of the various locations with respect to the regional transportation infrastructure.
- develop conceptual cost estimates for potential sites
- provide an assessment and ranking of all the sites
- recommend a site or sites for the location of the multi-modal facility and manufacturing center
- recommend categories of freight transfer and appropriate loading/unloading infrastructure (e.g., gravel, forest products, garbage, containers, etc.)
- recommend the optimum facility size
- recommend ownership/operation structure (e.g., public/private partnership, public authority, etc.) for construction, ownership and operations
- recommend potential funding alternatives
- identify developer/owner/operators
- prepare marketing package to attract developer/owner/operators, to include relevant data and professional presentation
4. Preliminary Engineering on Chosen Site Location
A. With Consultant's assistance, Southern Tier West will:
- Prepare land use analysis and plan, and preliminary site plan of freight transfer facility and manufacturing park
- Identify current & potential highway traffic patterns for preferred sites, and prepare map of desired highway system improvements
B. Consultant will:
- Develop preliminary engineering cost estimates for preferred site(s), based on preliminary plan
5. Site Work on Chosen Site Location
A. Consultant will:
- Obtain survey data and aerial photos for preferred site
- Prepare Environmental Site Assessments (Phase 1 Reports) for preferred sites
- Investigate soil conditions for preferred sites
B. Southern Tier West will:
- Develop GIS mapping for preferred sites
6. Strategic Development Plan
A. Primary Site
Using the report prepared by the Consultant, Southern Tier West will develop a strategic development plan and marketing materials for the selected site. The strategic development plan will:
- set forth the necessary steps that the public sector must undertake to facilitate the subsequent construction and operations phases.
- outline the planned structure for marketing, construction, ownership, financing, and operation.
The marketing materials will
- provide the necessary information to engage a potential private sector developer/investor/owner/operator to participate in the project.
This subsequent construction phase shall include grantsmanship activities and financial packaging activities in support of construction, marketing activities in support of attracting one or more private investors who will become strategic partners for construction, ownership and operation of the multimodal freight transfer facility, warehousing operations, truck parking, etc.
B. Secondary Sites
Using the materials and data developed for the sites in the initial phase, plus the report prepared by the Consultant, Southern Tier West will provide a general strategic development plan and marketing materials for each secondary site. The strategic development plan will outline proposed alternative uses for the site, discuss the necessary steps that the public sector must undertake to facilitate the subsequent construction and operations phases, and outline the planned structure for marketing, construction, ownership, financing, and operation. The marketing materials will provide the necessary information to engage a potential private sector developer/investor/owner/operator/business to participate in the project.
Again, subsequent construction phases shall include grantsmanship activities and financial packaging activities in support of construction, marketing activities in support of attracting one or more private investors who will locate facilities at one or more of the secondary sites.
