Stormwater Management
Southern Tier West proposes to assist NYS DEC in the implementation of stormwater programming for the Stormwater Phase II Construction Permit. Assistance activities to be conducted include:
  • Outreach
    Help priority audiences understand what has to be done and what resources are available to them

  • Support
    Developing and implementing Notices of Intent (NOI's) and Stormwater Management Programs (SP3's)

  • Program Evaluation
    Help DEC evaluate development and implementation of SP3's and to identify and help implement SP3's improvements.

Southern Tier West will provide support to, participate in, and serve as a liaison to county water quality coordinating committees (WQCCs) within its region. Activities (and associated deliverable) will include, but are not limited to the following: participation and assistance, county water quality strategies, staffing assistance, and regional collaboration and coordination.

Southern Tier West will develop and co-host an updated version of the "Muddy wny-storm Water Blues Show" to include training opportunities not offered in the original version (see the
"Muddy wny-storm Water Blues Show Powerpoint Presentation").

Southern Tier West will conduct ongoing reporting and other administrative tasks such as quarterly reporting, subcontract administration, and inter-regional communication and coordination.

Timeline
Tasks - Years 1 and 2

  • Help ensure that activities undertaken by municipalities and/or contractors are covered by the Stormwater Phase II general permit as necessary
  • Help access acceptability of NOIs and, where needed, help municipalities and/or contractors bring NOIs up to DEC standards
  • Help applicants improve SP3's to meet DEC standards

Tasks - Years 3 and 4

  • Continue to help DEC to carry our Phase II Construction programs
  • Continue to help non-regulated entities move toward implementation of SP3's
