Who Are We?
The Southern Tier West Regional Planning & Development Board (STW) is the regional planning agency serving Allegany, Cattaraugus, and Chautauqua Counties in Western New York. We support 124 towns and villages by providing planning, technical assistance, and resources in areas such as community and economic development, comprehensive planning, environmental and energy planning, data and mapping services, local government assistance, local food systems, regional services, and water resource management.
Established in 1969, STW was created by resolutions adopted by the County Legislatures of Allegany, Cattaraugus, and Chautauqua Counties under Article 12-B of the New York State General Municipal Law. Today, STW continues to foster regional collaboration and provide the planning expertise needed to help communities grow and thrive.
