Southern Tier West’s Local Government and Community Assistance Program (CAP) exists for one primary reason: to support municipalities within Allegany, Cattaraugus, and Chautauqua Counties, through shared services, technical assistance, and practical guidance that help local governments operate more effectively.

CAP is built on a shared services model, allowing municipalities to work together to access training, expertise, and resources that would be difficult—or costly—to provide independently. Through this collective approach, Southern Tier West is able to leverage federal, state, and regional funding to deliver reliable, professional assistance directly to local officials when it is needed most.

STW is dedicated to assisting124 towns and villages in a diverse set of topics including community and economic development, community planning, data and information services, environmental and energy planning, regional services, local food planning, local government and community assistance, and water source management. Through our Corporate Partnership Program, local businesses play a vital role in helping us expand our reach, strengthen our programs, and ensure long-term sustainability for the people and causes we serve.
