About STW

Southern Tier West (STW) serves Allegany, Cattaraugus, and Chautauqua Counties, partnering with local governments and community organizations to strengthen the region through collaborative planning and development.
​

Based in Salamanca, NY, STW provides technical assistance to municipalities and, as both a Local Development District (LDD) and an Economic Development District (EDD), helps secure state and federal funding for regional planning, community development, and economic growth.

Southern Tier West coordinates and enhances planning and development efforts to promote the social, physical, and economic well-being of the region. Through collaboration and strategic partnerships, we work to ensure residents have access to:

The Executive Committee's authority is limited to that delegated by the Board and includes, unless otherwise specified, carrying out Board policies, reviewing personnel matters and staffing changes, acting on monthly financial statements and vouchers, and executing contracts.

Reviews and evaluates top priority projects seeking funding through the Economic Development Administration (EDA) and the Appalachian Regional Commission (ARC). The committee assesses project proposals and makes recommendations on which projects should move forward for funding consideration, helping ensure that selected projects align with regional priorities and support economic and community development throughout the Southern Tier West region.

Responsible for providing advice and assistance in preparation of STW’s annual fiscal budget; reviewing and recommending any subsequent changes, amendments, or additions to the annual budget; and, reviewing and approving the monthly audit abstract provided to Board members at Board meetings.

Responsible for planning and developing topics for Southern Tier West’s Annual Local Government Conference, held each June. Committee members meet regularly via Zoom to discuss potential conference topics, coordinate logistics, and help shape a program that addresses current issues and opportunities facing local governments in the region. Through these meetings, the committee works collaboratively to ensure the conference provides valuable information, resources, and networking opportunities for local officials and community leaders.

Oversees the management and upkeep of the Southern Tier West building. The committee works to ensure the facility is well maintained and serves as a valuable resource for the organization and its tenants. In addition, the committee is responsible for marketing and leasing available office space within the building to businesses and organizations, helping maximize occupancy and support a productive professional environment.
 

STW Affiliations

Southern Tier Enterprise Development Organization (STEDO)
​STEDO is a loan program for businesses in Allegany, Cattaraugus, and Chautauqua Counties.  The primary purpose of STEDO is to create and/or retain jobs and stimulate development of small to mid-sized businesses within the region.  STEDO has a strong history of working closely with businesses and lenders to assemble financial packages flexible enough to accommodate the needs of most small business owners. 

The Southern Tier Enterprise Development Organization Inc. (STEDO) is a Revolving Loan Fund made up of federal, state, and locally funded capital to assist in bridging funding gaps for small businesses. The goals and objectives of STEDO are to foster and maintain economic growth in the Western Region of New York State, specifically Allegany, Cattaraugus, and Chautauqua Counties and for some funds Erie and Niagara Counties are also included. Other goals include the diversification  of the regional economy and local economies within the region; to assist in the startup, retention of jobs, increase in per capita income, reduction of unemployment, and retention and growth of tax base in the region; and to help provide an environment that nurtures business development in the region.

​Southern Tier Extension Railroad Authority (STERA)
STERA was created by the New York State Legislature to preserve and enhance the system of railroads serving Chautauqua, Cattaraugus, Allegany, and Steuben Counties in NYS and Warren and Erie Counties in the Commonwealth of PA, so as to insure a healthy economy for these counties.

STERA's goal is
 to encourage an operating railroad that provides adequate rail service, to increase rail shipping carload volumes, to catalyze opportunities for additional business expansion and development based on rail service, to achieve improved functional performance of the rail lines through rehabilitation efforts, to encourage safe railroad operations, and to achieve a clean audit report and NYS ABO compliance report.
